RPM range through DC voltage change of ph-140sp cooling fans

The specification of ph-140sp It is known as 1200 250 rpm. I would like to adjust the dc voltage to adjust the rpm, but I wonder if anyone knows the minimum drive voltage and minimum rpm. I also want to know the minimum rpm when using the phanteks pwm fan hub. Thank you

I know they will run on about 5v, not sure how much lower they will go.
